Letter of Certification from the Office of the Third Dharma King Dorje Chang#
The office has received a letter from the Buddhist disciple Ruoke. Here is the certified reply:
First, we are not sure about whether Venerable Longhui, the President of the International Buddhist Sangha Association, has undergone annual review. This is not an office matter. Please consult the United International World Buddhist Headquarters or the International Buddhist Sangha Association. If she did not pass the annual review in 2013, it means she has retired from the monastic order, but we cannot make a definitive conclusion about her status.
Second, regardless of who certifies or the level of their status, it can only serve as a reference and cannot determine one's identity with certainty. Any level of holy virtue, as long as they hold a certificate of holy virtue, must display it for pedestrians to inspect when serving the public on the Dharma platform. Otherwise, their teacher has a serious problem. The certificate of holy virtue is mainly provided for pedestrians to refer to what kind of guru they rely on. It is important for pedestrians to verify the authenticity of the information on the certificate of holy virtue with the United International World Buddhist Headquarters. If someone has a certificate but does not display it on the platform, there must be falsehood involved. If a teacher displays a certificate on the platform but is found to be false after verification with the United International World Buddhist Headquarters, then that teacher is a fraud.
Third, to determine the exact level of holy virtue, one must look at the certificate of holy virtue. However, the certificate of holy virtue only determines the level of holy virtue and cannot determine one's specific identity. The Office of the Third Dharma King Dorje Chang does not provide services for examining holy virtue. Any level of holy virtue is not examined by the Office of the Third Dharma King Dorje Chang. However, this office strongly supports the practices of the United International World Buddhist Headquarters because their scrutiny and examinations are based on the benefit of sentient beings, helping pedestrians guard against false gurus and frauds. Moreover, even if someone has holy virtue, if they violate any of the 128 precepts, they will also become a person with heavy negative karma. The actions of the United International World Buddhist Headquarters are selflessly serving the public, just, and enlightened. Their chairman, vice chairman, secretary-general, and the leadership team inside have not received any salary or reimbursement for many years. They are models of selflessly serving sentient beings.
Fourth, when it comes to the certification of virtue and the determination of the level of virtue through the construction of a stone altar, prophecies, and the presiding over the selection and decision of the Hundred Dharma Gates, one has already entered the irreversible stage. This is at least the level of a Three-Star Sun and Moon Wheel Holy Virtue! The certification of a Two-Star Sun and Moon Wheel Holy Virtue with great Vajra power is also not easy to retire from. Apart from this, the identity determined by the display of demonstrated abilities, if it has not reached the level of an irreversible Bodhisattva, once one falls into violating three or more of the 128 precepts, they will retire from the monastic order. Serious offenders will fall into a deep state of negative karma, and the identity they had in the previous life will become empty and lose substantial spiritual attainments, becoming people of sinful karma. There are many precedents in Tibetan Esoteric Buddhism, such as how someone achieved greatness and divine power in the previous life but is ordinary in this life. This can be clearly seen by referring to Buddhist literature. It must be understood that to determine a specific identity, one must rely on prophecies and the selection and decision of the Hundred Dharma Gates to determine the exact identity with 100% certainty. Moreover, specific selected items must be determined in this ceremony, such as selecting someone as a specific Arhat or Bodhisattva and determining their name. If someone wants to determine whether someone belongs to the category of Arhat or Bodhisattva, then when they are selected, it can only indicate that this person is an Arhat or Bodhisattva, without specifying the name of which great saint.
