Verification Document from the Office of H.H. the Third Dorje Chang Buddha#
Given the complexity of the content in this correspondence, for the sake of easier reading and understanding, we will not follow the order of the letters but will list the relevant original texts according to the questions raised in the letters, followed by the verification replies immediately after the original text of the letters.

Verification reply:
First of all, the office must inform all practitioners that the office's announcements, explanations, verifications of letters, etc., are all aimed at benefiting the public from the perspective of bodhicitta, based on the practice and precepts of Buddhism, and are intended to proclaim the principles of right knowledge and right views. The discussions are only aimed at behaviors that do not conform to Buddhist precepts, evil knowledge and views, fraud against others, and actions that disrupt and disturb the teachings, and not aimed at any specific individual. This Buddhist disciple raised the question of why the office does not publicly respond to his letter. There are multiple reasons for this. For example, some questions raised in the letters are quite sharp and name specific individuals. Once the office responds, it will inevitably cause serious harm to the parties involved. Since the matters involved in the letters exceed the scope of the office's verification based on bodhicitta as the fundamental practice of Buddhism, and the individuals involved have already expressed their determination to repent and practice diligently, perhaps this person will truly improve. Therefore, we must give any person who sincerely wishes to turn from evil to good and return to the right path an opportunity. If they are now willing to repent and reform, it does not yet reach the level of public naming, unless the person is beyond redemption and must be publicly expelled. Secondly, there are simply too many letters, and some letters raise similar or identical questions. Thus, the office chooses to respond to representative questions among similar issues. Thirdly, and most importantly, many questions raised in the letters have definitive answers in the teachings of H.H. the Third Dorje Chang Buddha, especially in the 128 points of knowledge, so the office repeatedly emphasizes that Buddhist disciples should earnestly listen to the teachings of H.H. the Third Dorje Chang Buddha and reflect everything on the 128 points of knowledge, which will naturally provide answers to right and wrong.
Some people have written to the office saying that the office's announcements should not involve asking about the parties involved. Indeed, the office does not need to ask, but sentient beings are confused, so it is for the sake of the public that questions are asked, to help everyone understand the situation. The Buddha knows that all conditioned phenomena are like dreams and illusions, and fundamentally do not need to be asked, but sentient beings must know. As in the Diamond Sutra, the Buddha constantly asks the venerable Subhuti, using conditions to teach the Dharma, which is the same wondrous function!
In the future, any practitioner who raises questions that exceed the realm of Buddhist practice, precepts, and the discernment of right and wrong, or the identification of true and false teachers, will no longer receive verification replies from the office. Practitioners should seek correct answers from the teachings of H.H. the Third Dorje Chang Buddha, the 128 points of knowledge, and the office's announcements and verifications of letters. Only questions that fall outside the above scope and can only be answered by the office will the office publicly verify the letters. As for the truth of life and the universe, the teachings of H.H. the Third Dorje Chang Buddha are very complete in the Dharma sound and treasure books, and the profound and supreme teachings are clearly stated in the treasure book "Explaining the True Meaning of the Heart Sutra." The highest practice methods are in "The Great Seal of Liberation." By mastering the essential practices mentioned above and putting them into action, one will naturally receive the transmission of the great Dharma.

In the Buddhist community around the world, there are all kinds of people: some are truly practicing, some are false practitioners, some are righteous, some are evil, some are swindlers, some are demons, some are saints, and some are great virtuous monks. Among the disciples of H.H. the Third Dorje Chang Buddha, there are also all kinds of people. Why does H.H. the Third Dorje Chang Buddha, knowing that some people are not qualified practitioners, still teach them? Because they are sentient beings, and helping bad people become good is one of the things the Buddha aims to do, which is a good deed. Among the disciples whose photos are published in the book "The Third Dorje Chang Buddha," at least half of them currently have problems. When the International Buddhist Sangha Association published their photos in the book, they were still doing well at that time. Later, influenced by worldly affairs, they stopped listening to the Dharma sound, did not practice diligently, and their greed and selfish desires gradually increased, while their evil views grew. Some even do not observe the precepts and have started to deceive others in the name of H.H. the Third Dorje Chang Buddha, fabricating false teachings to confuse disciples, and some have fallen into evil views and become evil teachers. Therefore, H.H. the Third Dorje Chang Buddha has instructed everyone to only listen to His Dharma sound; otherwise, they will inevitably go astray. However, some disciples are still great virtuous monks and saints. To prevent practitioners from being deceived, the office repeatedly urges everyone to verify all people with the 128 points of knowledge, so that they can determine who is good and who is an evil teacher. As for why the names of good and bad individuals are not publicly pointed out, it is because publicly naming them is not beneficial to the public. The reason is that some people are not very bad and have just begun to change; they can still be taught to become good, even saints. Some, although they have evil views, have done Buddhist work in certain aspects and actively led others to listen to the Dharma, learning to do good and avoid evil from the Dharma sound. Some are indeed evil but have expressed their intention to repent, and the possibility of turning from evil to good is very high... If their names are pointed out, it would be equivalent to pushing them into the abyss, and at that time, no matter how great the bodhicitta is, it cannot save them, because by doing so, they will have no chance of revival, and we cannot save them, thus losing great compassion and bodhicitta. Moreover, the main reason is that once their names are officially pointed out, people will mistakenly believe that only those named are evil swindlers or evil teachers, while those not named will be mistakenly regarded as all good people and saints. In fact, those not named are also subject to impermanence; they may turn from good to bad or become better. Therefore, everyone should use the 128 points of knowledge as a mirror to thoroughly discern every person in Buddhism, ensuring that no swindlers or evil individuals escape scrutiny. Of course, unless they are demons who are beyond redemption, the office will only publicly name and expel them. Everyone should pay special attention; some evil teachers, upon discovering that their evil deeds and scams are exposed, will not wait to be expelled and will instead take the initiative to leave, attempting to escape their swindling and evil nature.

The founders of exercise methods like Ba Duan Jin are not Shakyamuni Buddha; they do not belong to the teachings within Buddhism, so they are naturally things outside Buddhism, not external paths. How can they be considered teachings within Buddhism? As a Buddhist, you cannot even distinguish what is the true teaching of Buddhism and what is an external path; your knowledge is so superficial! This question reflects that you are at the level of just entering kindergarten regarding Buddhism and Buddhist studies; you can be said to have not even entered the door. You do not understand the basic common sense in human knowledge. You need to read more, especially to understand the Tripitaka! Such ignorance in knowledge, if such views come from the mouth of a teacher, that person is indeed a fool in Buddhism and Buddhist studies, or a complete swindler! Just as someone wrote to say that doing business has nothing to do with the five aggregates, anyone who can understand half of "Explaining the True Meaning of the Heart Sutra" knows how ignorant it is to say that business has nothing to do with the five aggregates. Their knowledge of Buddhism is at an extreme low; the truth of the five aggregates is like playing a lute to a cow for them, and they cannot understand. They are like a kindergarten child whose mother gives them a piece of candy and says in ancient sayings, "Go and read more to reduce your arrogance." The child listens, unwraps the candy, puts it in their mouth, and chews: "I listened to my mother and took off the wrapper and chewed the candy more." The mother is both amused and exasperated, saying, "I meant for you to read more to reduce your arrogance, not to take off the candy wrapper and chew it more." How can a kindergarten child possibly understand the profound philosophical discussions of a doctoral level? Although these swindling evil teachers are so foolish and ignorant of the true meaning of Buddhism, they can still deceive a group of people with their nonsense, which shows how ignorant and dull-witted those deceived are! Of course, the learners are even more pitiful and need to be helped with kindness! In fact, practitioners should only listen to the genuine Dharma sound issued by the International Buddhist Sangha Association, pay attention to the office's announcements, and not listen to the distorted and altered Dharma sounds of evil teachers, which will lead to correct understanding and prevent harm!

H.H. the Third Dorje Chang Buddha said: "I am a humble person, only wishing to serve the public for the benefit of sentient beings. What qualifications do I have to establish a Dharma heir? Not to mention that I am such a humble person, who is the Dharma heir of the world Buddhist leader Shakyamuni Buddha? Could it be Kasyapa? Is Kasyapa the one who has learned the best and achieved the highest? He is a venerable one, but can he qualify to inherit the Buddha's Dharma position? Who learns well and achieves high, becoming a Bodhisattva of equal enlightenment, is the true Dharma heir." All sentient beings must be equally loved and saved by the Buddha. Although the ancestors have established heirs, their heirs are actually just empty titles. A review of history has long proven that many so-called heirs do not have better practice, higher realization, or greater achievements than non-heirs. Therefore, a Dharma heir does not represent the true practice of Buddhism or the achievements of realization. The true achievements of saintly qualities cannot be represented by a Dharma heir, so one should not listen to any heir but must rely on the saintly certificate to discern the true from the false and use the 128 points of knowledge to reflect right and wrong. Indeed, Elder Puguan from Wuzhong Mountain has passed away, and his physical body is intact. He and the 106-year-old Elder Guozhang, who is still alive, are indeed disciples of H.H. the Third Dorje Chang Buddha. Their abbot and resident positions are arranged by the Chinese government, as all temples in China are managed by the Chinese government. The abbots and residents of the temples are decided by the religious affairs bureau. The living Buddhas and Dharma masters who propagate the Dharma in China all have professional certificates issued by the religious affairs bureau. H.H. the Third Dorje Chang Buddha is not an official or staff member of the Chinese government; on what basis can He make arrangements? Those who say such things are speaking falsehoods, which is behavior that a true practitioner should not exhibit. Since they are already in their sixties, they should know that impermanence is near, so they should quickly repent and practice diligently. If this living Buddha truly believes he is a great virtuous person, he should apply to the International Buddhist Headquarters for an examination to obtain a saintly certificate, which would be better than being a resident. It is simple; if he does not truly understand the scriptures, does not comprehend the practice of the Dharma, and does not belong to the true teachings of the Tathagata while possessing right knowledge and views, the seventeen Dharma masters and rinpoches who monitor him would not dare to guarantee his actual path of achievement, because no one is willing to swear falsely for someone and suffer retribution in hell. Moreover, all seventeen must swear, without exception, which is the ironclad evidence of saintly certification, and that is the true saintly quality! Therefore, without a saintly certificate, one cannot prove to be a saint! Even if your resident abbot's dream comes true, he is still a counterfeit. Remember, practicing Buddhism is based on the six paramitas, guided by listening to the Dharma sound, and understanding the essence of the Great Seal of Liberation. It is not about abandoning the six paramitas or the two major essences, but rather about engaging in supernatural practices, observing smoke, Buddha light, illusions, and floating clouds, collecting offerings to deceive and exploit, or engaging in non-Buddhist activities such as performing blessings and healing, etc. This is the evil talk of sorcerers and swindlers, not the behavior of a Buddhist practitioner! No matter who this old living Buddha is, as long as he falls into three or more erroneous views of the 128 points of knowledge and has one or more evil views, this living Buddha is a person who breaks the precepts or an evil teacher!

Any master who obstructs practitioners from learning the Zen practice transmitted by the Buddha and asks disciples to give up learning the Zen practice of H.H. the Third Dorje Chang Buddha to accompany him is not accumulating boundless merit but is accumulating endless sins! If one follows such an evil teacher and does not quickly leave and repent, they will inevitably suffer the retribution of the three evil paths, even the suffering of hell! This teacher is undoubtedly an evil teacher and demon!

If it is a saintly virtue obtained through the examination monitored by seventeen Dharma masters, including saintly virtues, it generally falls between the first fruit and the fourth fruit of Arhat, and it is also possible to be a Bodhisattva. But everyone must understand a fact: among ten thousand Dharma kings, venerables, living Buddhas, and Dharma masters, it is difficult to find one with the saintly virtue of the One Star Sun and Moon Wheel; remember, this is a one in ten thousand concept!

H.H. the Third Dorje Chang Buddha is not an official or staff member of the Chinese government; on what basis can He make arrangements?

H.H. the Third Dorje Chang Buddha said He is a humble person, merely a servant for the benefit of sentient beings, and does not possess the qualifications to establish a saintly heir. Who learns well and achieves high, becoming a Bodhisattva of equal enlightenment, is the true Dharma heir. All sentient beings must be equally loved and saved by the Buddha.
