Regarding the consultation on the secret certification given to the Taiwanese Buddhist community by the Third Dzogchen Rinpoche, the Office of the Third Dzogchen Rinpoche provides a brief explanation as follows:

As early as 1998, due to serious violations of monastic precepts, evil views, and erroneous understandings in the Buddhist community, the Third Dzogchen Rinpoche expelled them. Until they fully repented and corrected their mistakes, the Third Dzogchen Rinpoche refused to receive them. Several years later, based on the recommendation of a Rinpoche and several practitioners, out of compassion, the Third Dzogchen Rinpoche received them again and admonished the Buddhist community publicly, instructing them to only engage in activities that benefit the public and to focus on their own practice. They were not allowed to falsely claim to be virtuous individuals or engage in unethical behavior towards sentient beings. Since then, the Third Dzogchen Rinpoche has not seen the Buddhist community in person.

Not only did the Third Dzogchen Rinpoche not provide any certification to the Buddhist community, but also his disciples did not provide any certification. Moreover, throughout history, certifications have always been public, and there has never been any mention of secret certifications.

The Office of the Third Dzogchen Rinpoche reiterates that it is important to listen to the teachings of the Third Dzogchen Rinpoche and study the scriptures of Shakyamuni Buddha. This is the correct and reliable method to guide sentient beings towards liberation. The Buddhist community does not possess the foundation to correctly teach the Dharma.

Before the publication of "The Great Liberation Seal," anyone can easily discern the correctness or incorrectness by examining the 128 evil views and erroneous understandings. This is an established rule.
This is to clarify the matter.
