Do you inquire whether there is a Vajra Guru in Hong Kong? It seems that you do not understand the concept of a Vajra Guru. Not only in Hong Kong, but there are many titles of Vajra Guru in the world. The title of Vajra Guru originated from the translation of the Tibetan term "Atisha". The term Vajra Guru is very broad and has different concepts, including several categories: there are genuine Vajra Gurus, false Vajra Gurus, semi-enlightened Vajra Gurus, and holy Vajra Gurus. The nature of these categories is vastly different. As long as a Buddhist practitioner can explain the general teachings, strictly observe the precepts, help promote the Dharma, and benefit the public and sentient beings, they can become a teacher. In Vajrayana Buddhism, they are called Vajra Masters. It is important to note that not every person who is called a Vajra Guru is a holy being. From the highest holy beings like Lianhua Shengda Master to those who propagate the Dharma and teach others, they are all commonly referred to as Vajra Gurus. There are countless Vajra Gurus in the world, but only the true "holy Vajra Guru" is extremely rare. For example, Lianhua Shengda Master, also known as "Great Atisha," is a holy Vajra Guru. The difference in identification lies in whether they wear a robe with a golden button. Only those with a golden button are considered true "holy Vajra Gurus," while those without a golden button are not. The identity of a "holy Vajra Guru" must pass two major examinations: first, passing the written examination on scriptures, precepts, and treatises with a score of 60 or above; second, passing the holy examination, which includes the examination of the Vajra Array, the Eight Winds Array, and the examination of holding a vajra pestle. Alternatively, they can pass the examination using the method of the Mahottara Vidyaraja Water Mandala, Vajra Pillar, or the Feather Selection of the Dharma Gate Palace. Those who have not passed the examination of holy practices above the rank of Taizun, and those who do not wear a robe with a golden button, are not considered "holy Vajra Gurus," even though they may be called Vajra Gurus. Although they have not achieved the status of a holy Vajra Guru, some teachers already possess the corresponding moral qualities and can teach disciples the practice of Buddhism. They are also called Vajra Gurus in the world. Vajra Gurus who propagate the Dharma and benefit sentient beings are easily accepted for inner secret empowerments due to the merits of propagating the Dharma. The World Buddhist Headquarters recognizes several types of Vajra Gurus in the world:

The first type is those who have excellent cultivation, possess Buddhist knowledge, strictly observe the precepts, and are compassionate and beneficial to sentient beings. They transmit the Dharma sound of Namo Third Dharma King Dorje Chang and have been approved by the World Buddhist Headquarters as Vajra Gurus.

The second type is those who are compassionate and virtuous, possess the knowledge to teach disciples in their practice of Buddhism, and transmit the Dharma sound of Namo Third Dharma King Dorje Chang. Those who follow and learn from them are considered independent Vajra Gurus.

The third type is those who have a partial understanding of Buddhism but make efforts to transmit the Dharma sound of Namo Third Dharma King Dorje Chang, practice Buddhism, and teach some mantras and basic Buddhist knowledge. They are also considered independent Vajra Gurus.

The fourth type is those who seek fame and deceive others with false words, using the name of lineage to deceive believers. They claim to be holy Vajra Gurus, but they are actually fraudsters in the world.

The fifth type is Vajra Gurus who comply with pure Dharma regulations. They have obtained the robe with a golden button through passing the written examination on scriptures, precepts, and treatises and the holy examination. This type is the "holy Vajra Guru." "Holy Vajra Gurus" are extremely rare and difficult to find. Among the many individuals with the title of Vajra Guru, it is important to pay serious attention. Regardless of any miraculous claims, those who impersonate holy beings, witches, or charlatans cannot obtain the rank of a holy Vajra Guru without passing the holy examination. Therefore, it is impossible to deceive others by pretending to be a holy Vajra Guru. Travelers must see their robe with a golden button and hold the certificate of holy qualifications to determine their identity as a holy being. Otherwise, they are all regarded as charlatans. Due to the abundance of impostors claiming to be holy beings, travelers must rely on certificates to identify them. If a person does not wear a robe with a golden button or hold a certificate of holy qualifications but pretends to be a holy being, you can only consider them as a charlatan. The World Buddhist Headquarters guarantees that if someone can lift a dumbbell, it proves that the person claiming to be a holy being is just an ordinary mortal with a mortal body, mortal bones, and mortal strength. If their weight is below 200 pounds, they can lift a dumbbell weighing 260 pounds with one hand. If their weight is below 230 pounds, they can lift a dumbbell weighing 280 pounds with one hand. If their weight is below 260 pounds, they can lift a dumbbell weighing 295 pounds with one hand. If their weight is below 280 pounds, they can lift a dumbbell weighing 310 pounds with one hand. If you currently do not have a standard rotating Vajra hook, you can let them lift the dumbbell with their bare hands. As long as they can lift it off the ground and hold it for 8 seconds, there is nothing more to say. They have the physical qualities of a holy being and are truly holy. Otherwise, they are undoubtedly charlatans. The World Buddhist Headquarters publicly declares today that anyone who impersonates a holy being can be judged by comparison and weight. If they cannot lift off the ground even for 1 second, it is because they are ordinary mortals with ordinary bones and a mortal body. This is a straightforward way to determine whether a male claiming to be a holy being is a holy being or a fraud. As for females, the decision is made based on holy qualifications. Here is an example: there was once a person who claimed that they could freely enter and leave the pure land of Shambhala, and they sat on an equal footing with Lianhua Shengda Master and Marba Master. The Jade Emperor even invited them to have a meal on Wangfujing Street in Beijing. However, because the Jade Emperor did not consult their taste and ordered dishes without proper manners, the Jade Emperor knelt on the ground to repent to them. As a result, this person could not lift a dumbbell weighing 200 pounds with one hand, exposing them as a fraudster with a body full of malignant tumors. Of course, the purpose of learning and practicing Buddhism is to do good and benefit others, to transmit the Dharma sound of Namo Guanfo, and to be a Vajra Guru who benefits others. It is easy to receive inner secret empowerments because it is a virtuous act of benefiting others.

As for the question in the inquiry about whether someone has undergone an annual review, it depends on whether they hold the identity rank certificate issued by the World Buddhist Headquarters and whether they wear the corresponding rank robe.

Regarding the inquiry about whether the sacred Mandala of the Dharma Hall is a genuine Dharma Hall, the answer is: the sacred Mandala is the main offering vessel of the Dharma Hall and is indispensable. However, the Eight Offering Cups, Vajra Pestle, and all other offerings, including the materials used in the Dharma Hall and even the fabrics used, must be cultivated according to the Dharma regulations of the Dharma Hall. In short, everything in the Dharma Hall must be brought back to the temple or home in advance and cultivated according to the regulations. Although the process is very cumbersome and time-consuming, it must be done in order to formally establish a genuine Dharma Hall after the initiation of the main deity. Only a Dharma Hall that is cultivated according to the regulations is a genuine Dharma Hall. Skipping any step is not allowed. It is not enough to use the sacred Mandala used in a genuine Dharma Hall on an ordinary Dharma Hall. It cannot fulfill the function of a genuine Dharma Hall because many other aspects have not been cultivated according to the regulations.
