After the announcement of the winners of the 2010 World Peace Prize, some bad people deliberately spread rumors that the recipient of the highest honor, H.H. the Third Dodrupchen Rinpoche, was a wanted fraud. This was due to a false case fabricated by the mainland public security intentionally framing him, which did not even have a plaintiff. The International Criminal Police Organization did issue a "Red Notice" to "Yi Yun Gao" (the name H.H. the Third Dodrupchen Rinpoche was known by before being certified), but after a detailed investigation lasting more than three years, Interpol confirmed that this was a false case of persecution and defamation against H.H. the Third Dodrupchen Rinpoche. At the same time, the relevant departments in China also verified that H.H. the Third Dodrupchen Rinpoche had no criminal record, so they voluntarily requested Interpol to withdraw the warrant on June 11, 2008. The 72nd General Assembly of the International Criminal Police Organization, held in October 2008, passed a verdict of innocence, officially announcing the withdrawal of the "Red Notice" and the entire case, and formally sent a letter to H.H. the Third Dodrupchen Rinpoche and all member countries of the world, revealing the truth [Note 1]!
The mayor of Washington, D.C., the capital of the United States, announced January 19, 2011, as "The Third Dodrupchen Rinpoche Day." On December 12, 2012, the United States Senate unanimously passed the use of the honorific title "H.H." (His Holiness) for the Third Dodrupchen Rinpoche [Note 2], making it the government's official name. H.H. the Third Dodrupchen Rinpoche, with unparalleled honor and great compassion, never cares about or complains about any persecution or defamation, and always ignores it. When asked by the "World Peace Prize Evaluation Committee" why he didn't present the letter of withdrawal issued by Interpol to refute the rumors, H.H. the Third Dodrupchen Rinpoche said, "What I want to do is to bear all the sins and wrongdoings of sentient beings, and give all the merits and virtues I have accumulated to all of you. By clearing my name, those who defame me will not be cleared of their sins. Who will bear their karma?"

H.H. the Third Dodrupchen Rinpoche never accepts offerings, maintains high integrity, never defends his innocence, but the perpetrators think they have an opportunity to continue spreading false fraud cases. One such case, a long-standing false case, has been deliberately used and hyped by those who intentionally framed him. In late July 1999, H.H. the Third Dodrupchen Rinpoche was invited to visit the United States, and he entered the United States with a valid passport and visa. He later settled in the United States. In 2002, the Shenzhen Public Security intentionally fabricated a nonexistent fraud case to persecute H.H. the Third Dodrupchen Rinpoche and maliciously defamed him as a "fugitive fearing punishment" in the media under their control. Over the past decade, the perpetrators have used their power to spread false information through newspapers, websites, social media, etc., aiming to mislead the public into thinking that H.H. the Third Dodrupchen Rinpoche is a fraudulent person. With the media dancing along or being misled, the related false information has been circulating for a long time, becoming a continuous defamation by those with ulterior motives and their followers, creating evil karma and delaying the enlightenment of sentient beings. It is necessary to clarify the truth!
Investigating this false accusation traces back to 1999 when H.H. the Third Dodrupchen Rinpoche's students in Hong Kong established the "Yun Ci Hui Hai Meritorious Society." H.H. the Third Dodrupchen Rinpoche was not a member of this society and did not hold any position in it. Mr. Liu Baihang, a student of H.H. the Third Dodrupchen Rinpoche, donated one of his properties in Kowloon Tong to the "Yun Ci Hui Hai Meritorious Society." The society used this property to establish the Hong Kong Yi Yun Gao Master Hall. However, the person in charge of the Master Hall, Huang Xiaosui, used the Master Hall to defraud members and privately mortgaged it to a bank for personal loans. After being reported by Lin Huijiu, a student from Hong Kong, H.H. the Third Dodrupchen Rinpoche immediately rushed to Hong Kong. During the meeting, Rinpoche allowed the Hong Kong students to establish a supervisory and reporting group themselves, set up a reporting box, and report and expose the bad people involved in fraud. At that time, Li Zaitang, the director of Radio Television Hong Kong's Fifth Channel, and sound engineer Feng Weitang recorded the meeting.
Huang Xiaosui knew that her fraudulent activities were about to be exposed, so she went to the hotel where H.H. the Third Dodrupchen Rinpoche was staying the next morning and asked him to withdraw the reporting group. Rinpoche firmly refused. Subsequently, Huang Xiaosui privately approached Wu Wentou, a member of the board of directors of the "Yun Ci Hui Hai Meritorious Society." Wu Wen 投 publicly explained to the media that Huang Xiaosui asked him to stand on her side against H.H. the Third Dodrupchen Rinpoche, and her godfather, the deputy minister of the Ministry of Public Security, Niu Ping, would provide him with a special pass. He would be able to do business in China without any hindrance. Her company had shares owned by her godbrother Niu Dong. If Wu did not join her side, he would be in trouble. Wu refused Huang, and on the third day, Huang Xiaosui, as the person in charge of the Master Hall, used deceptive methods to forcibly close the Hong Kong Master Hall, causing the reporting group to disband.
Since then, Huang Xiaosui has started spreading false accusations that H.H. the Third Dodrupchen Rinpoche is a bad person. Some individual media in Hong Kong have followed suit with negative reports. However, in fact, there is no video evidence, and it was Huang Xiaosui who deliberately spread false rumors and defamed H.H. the Third Dodrupchen Rinpoche in an attempt to cover up her own fraudulent activities. Huang Xiaosui's godfather, Niu Ping, was the former director of the Sichuan Provincial Public Security Department and was promoted to deputy minister of the National Security Department in 1997. During the period from 1999 to 2002, when Zhou Yongkang served as the Secretary of the Sichuan Provincial Party Committee, Huang Xiaosui's fraudulent activities were exposed. After that, Niu Ping, taking advantage of his position as deputy minister of the National Security Department, colluded with Zhou Yongkang and used his political resources to persecute and defame H.H. the Third Dodrupchen Rinpoche. A series of persecution actions against H.H. the Third Dodrupchen Rinpoche unfolded from Shenzhen to Sichuan, from local to central, from China to international, from print media to online media.
In late June 2002, the Shenzhen Public Security, under the instruction of Chen Shaoji, who was then the director of the Guangdong Provincial Public Security Department (later became the Secretary of the Guangdong Provincial Political and Legal Affairs Committee and the Chairman of the Guangdong Provincial Political Consultative Conference, and was sentenced to death with a reprieve in 2010 due to corruption), issued a "Criminal Case Filing Report" on the grounds of a baseless "contract fraud." It claimed that in April 2000, H.H. the Third Dodrupchen Rinpoche signed a contract with Liu Juan, selling the auspicious building in Shenzhen that had already been sold. After Liu Juan transferred 150 million yuan into Rinpoche's designated account, she realized that she had been deceived. The Shenzhen Public Security also attributed the property fraudulently obtained by Huang Xiaosui from Liu Baihang to H.H. the Third Dodrupchen Rinpoche. The problem is that Rinpoche had not returned to China since August 1999, so how could he have signed a contract with Liu Juan in Shenzhen in April 2000? Rinpoche had never done business in China, had no company, and was not a shareholder, manager, or employee of any company. So how could he have signed a contract to sell a house? Furthermore, which bank was Rinpoche's designated account in? On what date and from which account did Liu Juan transfer the money? Why hasn't this been made public? Because all these accounts and money are nonexistent, they were all fabricated by the public security.
In 2003, Liu Juan provided materials notarized by the Chinese Embassy in the United States, explaining that the Guangdong Public Security used torture to force her to make false testimonies and forced her to commit perjury. Liu Juan also proved that H.H. the Third Dodrupchen Rinpoche had never deceived her, only cared for her and helped her. In 2014, Liu Juan personally stamped and wrote a statement. Liu Baihang also stamped and wrote a statement in 2015, stating that it was Huang Xiaosui, an unworthy senior sister, who deceived him, and H.H. the Third Dodrupchen Rinpoche had never deceived him.

In late 2002, Huang Xiaosui and her younger brother Huang Huidong were prosecuted by the Hong Kong Independent Commission Against Corruption for fraudulently mortgaging the Hong Kong Yi Yun Gao Master Hall to obtain loans. The judge pointed out in court that the defendants had long coveted the temple property, and Huang Xiaosui's fraud had nothing to do with H.H. the Third Dodrupchen Rinpoche. Huang Xiaosui and her brother were subsequently sentenced to eleven and a half years and seven years in prison, respectively. The People's Daily immediately issued a press release confirming the heavy sentences imposed on Huang Xiaosui and her brother for fraud [Note 3]. However, under the instruction of Niu Ping, the Guangdong Provincial Public Security Department, despite the establishment of Huang Xiaosui's guilt, still issued a "Wanted Notice" for the nonexistent "Yi Yun Gao Fraud Group" at the end of 2004, and the notice was published on the Guangdong News Network of Xinhua News Agency.

The hand of persecution also reached H.H. the Third Dodrupchen Rinpoche's birthplace. Zhou Yongkang and Li Chuncheng, the mayor of Chengdu, signed documents to forcibly close the "Yi Yun Gao Master Hall" approved by the Chengdu Municipal Planning Commission and built by the Dayi County Government, which belonged to the government. More than one hundred of Rinpoche's own creations, which he provided free of charge, were privately confiscated. Rinpoche's only property in China, a residence located at No. 19 Xinhua West Road in Chengdu, was forcibly demolished by a bulldozer without any compensation [Note 4].
Regarding the public security's false accusations against H.H. the Third Dodrupchen Rinpoche, thirteen of the most authoritative legal experts from eleven institutions, including Peking University Law School, Tsinghua University Law School, Renmin University of China Law School, China University of Political Science and Law Criminal Justice School, China Law Institute, People's Daily, and Legal Daily, held a meeting in Beijing and issued an expert legal opinion, stating, "Liu Baihang and Liu Juan, as the 'victims' determined by the judgment, have no factual basis for being defrauded of property. The 'victims' themselves also deny that they are 'victims' of the fraud case... There is no criminal fact, no criminal person, so how can there be fraud?" The experts also requested correction.
It was revealed that the corrupt public security personnel in Guangdong and Shenzhen took advantage of the opportunity to embezzle a lot of property. They not only looted more than 700 calligraphy and painting works created by H.H. the Third Dodrupchen Rinpoche over several decades (if calculated at the current auction price of Rinpoche's calligraphy and painting, the value of the confiscated works is worth at least more than 40 billion yuan), but also looted dozens of kilograms of gold and jewelry, luxury watches, and other valuables from the jewelry company jointly owned by Liu Juan and Wu Wentou. Wu Wen 投 had purchased and collected more than 70 ancient paintings for his jewelry and cultural relics store, which were also seized. Such big tigers would not let people go!
Although the corrupt officials led by Zhou Yongkang and Chen Shaoji, who persecuted H.H. the Third Dodrupchen Rinpoche, were later investigated and sentenced for their corruption in other cases, the corrupt police officers involved in the case still remain in the Guangdong public security force, trying their best to prevent the withdrawal of the "Wanted Notice" for fear of exposing their own corruption. They spread rumors everywhere, deliberately portraying H.H. the Third Dodrupchen Rinpoche as a bad person to confuse the public and cover up their corruption.
As reported by The Economist, when Hu Jintao served as the General Secretary of the Chinese Communist Party, Zhou Yongkang, who controlled the Political and Legal Affairs Committee and the National Security Department, had almost the same influence as Hu. With the addition of Niu Ping, who was known as the "big tiger," the perpetrators had immense political power. No one dared to withdraw the online wanted notice, which had been hanging on the internet for years, which is not difficult to understand.
Although the International Criminal Police Organization issued a "Red Notice" based on China's application at the end of 2004, the entire case only had two "victims" mentioned in the case filing and media reports. These two "victims" publicly stated more than once that they were not victims of fraud and emphasized H.H. the Third Dodrupchen Rinpoche's kindness. Chinese legal experts defended H.H. the Third Dodrupchen Rinpoche, and both victims in the case denied being defrauded. Their properties had never changed hands, and the so-called defrauded money was actually funds invested by the two parties. The investment cooperation was not with "Yi Yun Gao," so the fraud allegations were baseless. In June 2008, China voluntarily requested Interpol to withdraw the warrant, and in October 2008, Interpol officially withdrew the warrant. All this information can be publicly accessed on the internet.
During the persecution, a local newspaper in Sichuan, Huaxi Metropolitan Daily, fabricated a social news article, which was then spread through the media and often used as material for defamation. It belittled H.H. the Third Dodrupchen Rinpoche, who holds a Ph.D. degree, as having the education level of a fifth-grade elementary school student and claimed that he was a temporary painter. H.H. the Third Dodrupchen Rinpoche received the only Fellow title in the 200-year history of the Royal Academy of Arts in the United Kingdom and honorary doctorates and professorships from 92 universities in the United States and other countries around the world. This is the highest honor in the history of the Chinese diaspora. From 2000 to 2009, H.H. the Third Dodrupchen Rinpoche served as a professor at Auburn University in the United States and received numerous awards for his outstanding work. Can a fifth-grade elementary school student serve as a university professor? Rinpoche's paintings have achieved record-breaking prices at international auctions, and in 2015, his painting "Loquat" achieved a staggering auction price of 79.05 million Hong Kong dollars at the autumn auction in New York, creating a new record of personal achievements in the world's history. He excels in thirty different fields, breaking the record for personal achievements in history. He is proficient in philosophy, poetry, painting, sculpture, calligraphy, music, medicine, and more, and his achievements are internationally renowned. Every aspect of his achievements makes the content of the defamatory articles ridiculous.

In June 2015, after the news of Zhou Yongkang's life imprisonment for corruption was announced, many victims of the persecution came forward to seek justice. Those who were forced to play the role of the plaintiff in the false fraud case but refused to yield, including the living Buddha Jiang Gongkang (secular name Wang Huaqing) and Bhikkhuni Shi Huishan (formerly known as Hao Nanni), appeared in front of the camera to reveal their painful experiences, providing evidence to add to the false accusation [Note 5].
As stated in the declaration of the "World Peace Prize Evaluation Committee": H.H. the Third Dodrupchen Rinpoche received the "World Peace Prize Highest Honor," which is well-deserved. He has demonstrated selfless noble character and is a moral role model for all. He has experienced the spirit of promoting peace, which is to practice peace with unparalleled determination, endurance, kindness, benefiting others, and perseverance.
The false fraud case has deceived sentient beings, but it cannot tarnish the Buddha. It only highlights H.H. the Third Dodrupchen Rinpoche's selflessness, fearlessness, great compassion, and supreme moral character, which benefits all sentient beings!
