Explanation of the Title "Third Dzogchen Pema Kalsang Rinpoche"#
On April 3, 2008, the book "The Third Dzogchen Pema Kalsang Rinpoche" published by the Global Buddhist Publishing House and the World Dharma Sound Publishing House held a solemn and grand launch ceremony at the Library of Congress in the United States. The Library of Congress officially collected this book, and it was then that people came to know that the highly respected Master Yiyun Gao and the Great Dharma King Yangyi Nubo, who had always been respected by everyone, were recognized by the leaders or regents of major Buddhist sects and certified by the leaders of the world's Buddhist sects. They were the third incarnation of the Buddha Dzogchen Pema Kalsang Rinpoche, and their Buddhist title is the Third Dzogchen Pema Kalsang Rinpoche. Since then, people have been calling them "Namo Third Dzogchen Pema Kalsang Rinpoche." This is similar to how before Gautama Buddha became enlightened, his name was Prince Siddhartha, but after Gautama Buddha became enlightened, he was called "Namo Gautama Buddha." Therefore, we now call him "Namo Third Dzogchen Pema Kalsang Rinpoche." Especially on December 12, 2012, the United States Senate Resolution No. 614 officially named the Third Dzogchen Pema Kalsang Rinpoche as His Holiness (H.H. Third Dzogchen Pema Kalsang Rinpoche). Since then, the title of Namo Third Dzogchen Pema Kalsang Rinpoche has been officially established. Moreover, the name Third Dzogchen Pema Kalsang Rinpoche is also the legal name recognized by the government, and the previous titles of "Yiyun Gao" and the Master and Great Dharma King have ceased to exist. However, this news was published before the official announcement of the Buddhist title of the Third Dzogchen Pema Kalsang Rinpoche, and at that time people did not yet know the true identity of the Buddha. Therefore, in order to respect the truth of history, we still retain the name used before the official recognition of the Third Dzogchen Pema Kalsang Rinpoche in the news. But everyone should understand that, except for the name of H.H. Third Dzogchen Pema Kalsang Rinpoche, which is legal, the previous name no longer exists.

Many people want to know how certification works and who is qualified to certify a Buddha. Why do they certify at this time and not at other times? How do ordinary people know if the certified Buddha is a true Buddha? These questions are answered very clearly in the introduction to the first category of the book "The Third Dzogchen Pema Kalsang Rinpoche," which introduces the achievements of the Third Dzogchen Pema Kalsang Rinpoche. The certification and congratulations category mainly announces the confirmation certification and original congratulatory letters of the leaders and high monks of the Buddhist world to the Third Dzogchen Pema Kalsang Rinpoche, as well as the introduction of the leaders, regents, high monks, and so on. The Third Dzogchen Rinpoche is the reincarnation of the ancient Buddha predicted and certified by the Great Sun Tathagata, and his Buddhist title is the Third Dzogchen Pema Kalsang Rinpoche. In 2006, the publisher released the preliminary version of the manuscript of "The Treasury of the True Dharma," written by Pema Kalsang Rinpoche. When the world's top famous Dharma Kings and high monks saw the preliminary version of "The Treasury of the True Dharma," they were deeply moved and shocked. They realized that a holy being had appeared with a level of realization that had never been seen in the history of Buddhism for thousands of years. The Dharma Kings immediately practiced and meditated to confirm and verify. This made the major events of Buddhism mature, and it became the first complete and confirmed certification and congratulations in history.
The certification of Pema Kalsang Rinpoche as the Third Dzogchen Rinpoche was confirmed by several great saints who are the teachers of the five Buddhas. They are all famous and great saints in the world today: including the Sakya lineage's supreme leader, Sakya Trizin, who is the incarnation of Manjushri Bodhisattva; the reincarnation of one of the twenty-five great ministers, the wise and accomplished master, Longsal Nyingpo, who is the wisdom king Achuk Lama; the reincarnation of the Gesar King, the great master Renzeng Nima Xiongshi; the son of the great master Lianhuasheng, who is the great master Wujin Nyingba, known as the great saint with great supernatural powers in modern Tibet.
Why do we specifically list the certification and congratulations of the Third Dzogchen Pema Kalsang Rinpoche as the reincarnation of the Second Vimalakirti? Because this is the rule of the esoteric teachings of Buddhism for the certification of the reincarnation of the great saints. It is an unchangeable rule. In the history of esoteric teachings in Buddhism, no matter what position the holy beings, bodhisattvas, or Buddhas reincarnate into, they must be confirmed and certified by famous and qualified great saints, and they must receive congratulatory letters. Otherwise, no matter how good their scriptures are or how high their realization is, they can only be regarded as exoteric practitioners and do not have the substantial identity of a reincarnated being. This includes the highest leader of the Tibetan esoteric teachings, the second Buddha Lianhuasheng. Although his achievements in Buddhism have reached the level of a Buddha, when he first introduced the exoteric teachings in Tibet, his identity could not be established because he did not possess a certification document. Therefore, he was labeled as an outsider, persecuted, and exiled. In order to comply with the rules of Tibetan esoteric teachings, Lianhuasheng had to return to India, be certified by great saints, and then return to Tibet to establish his identity and propagate the esoteric teachings.
According to the esoteric system, regardless of the Nyingma, Sakya, Kagyu, Gelug, Jonang, Kagyu, or Shije sects, they all follow the great events of the Buddha's propagation of the esoteric teachings as their guide. The reincarnated beings must be confirmed and certified by the Buddha and bodhisattvas from generation to generation to benefit sentient beings. The identity of the reincarnated beings must be determined by the legal certification of the great saints, regents, or masters, and must be accompanied by congratulatory letters. Anyone who claims to be a reincarnated holy being without the legal certification diploma and the congratulatory letters from great saints, regardless of any oral rumors, is considered a false religion or a naturally non-conforming outsider in the teachings of the Dharma. In terms of certification, great bodhisattvas can certify ordinary bodhisattvas, and ordinary bodhisattvas can certify great bodhisattvas. Buddhas can certify bodhisattvas, and bodhisattvas can certify Buddhas. The identity of the certifier and the certified is not related to their realization or status, but it must be certified by qualified great saints. After the certification is confirmed, a certification document with signatures and seals is issued, and congratulatory letters from the great beings are attached. Only then can the true identity of the reincarnated being be legally established.
For example, in the Buddhist world, some bodhisattvas claim to be Manjushri Bodhisattva or Avalokiteshvara Bodhisattva, or Lianhuasheng, and even their disciples respectfully call them their gurus. But this is flattery and empty words, and it does not represent the legal certification. Therefore, the title of the bodhisattva praised by the people is not valid according to the regulations. The identity of the reincarnated being must be confirmed by famous great saints who have the qualification to certify, and it must be confirmed seriously and legally, and a diploma must be issued, and congratulatory letters from great beings must be attached. The most complete and perfect certification must be the certification of the three great saints. At least one great saint's certification and two great saints' congratulatory letters are required to establish the identity of the reincarnated being. The holy beings who perform the certification must be famous great Dharma Kings, at least regents or national teachers, and the congratulatory letters must be from legitimate great saints.
Therefore, anyone who claims or is recognized by the public as a certain bodhisattva or lama, living Buddha, or reincarnation of a certain bodhisattva without the legal certification diploma issued by great saints and without the congratulatory letters from great beings, regardless of any rumors, is considered unfounded and empty words. Because for a holy being who has reincarnated from a previous life to this life, it must be confirmed and verified by legitimate great Dharma Kings, regents, or great saints according to the law. The true identity of the previous life cannot be determined by the general public, just like how the true identity of a person cannot be determined by a committee of ordinary people. Therefore, public recognition or praise cannot establish the true identity of a reincarnated being. Only those who have been certified according to the esoteric teachings of Buddhism can see the true identity of the certified person's previous life. Therefore, it belongs to the category that cannot be established by the general public. According to the esoteric teachings and the history of Buddhism, all reincarnated beings must be certified and issued certification diplomas and congratulatory letters by legitimate great Dharma Kings, regents, or great saints, and their true identity can only be established by seeing the diplomas with signatures and seals.
From the certification and congratulations of these great saints, everyone will understand the status and identity of the Third Dzogchen Pema Kalsang Rinpoche. Not only has it been legally confirmed as the Third Dzogchen Rinpoche by the three great saints and the ten certifications, but also his realization is recognized as the highest and supreme. His achievements are considered the first in the history of Buddhism, and no one has achieved such high achievements and manifestations.
The achievements of Master Yiyun Gao in the exoteric, esoteric, and five wisdoms are unprecedented. If the certification of Master Yiyun Gao as the Third Dzogchen Rinpoche by the leaders and lamas of various sects cannot be established, then there has never been a true identity of a reincarnated lama or Dharma King in history, including the Dalai Lama and the Karmapa! Because they have not received certification and congratulatory letters from so many great saints. The certification and congratulatory letters received by the Third Dzogchen Rinpoche include all major sects, and they are comprehensive and complete.
