All Rinpoche, monks, Arhats, Dharma teachers, and Buddhist practitioners who are engaged in the study and practice of Buddhism, please be aware that all holy virtues should be accompanied by a certificate of holy virtue. Whether it is the certificate of holy virtue for the three teachers and seven verifications, or the certificate of holy virtue for the seven teachers and ten verifications, especially the certificate of holy virtue for the seven teachers and ten verifications, because it accurately represents the holy virtue, it must undergo an annual review. The reason for this is to prevent the teachers who have passed the examination for the seven teachers and ten verifications from not prioritizing the benefit of sentient beings and instead indulging in selfish desires, violating precepts, and losing their holy qualities. Therefore, those who fail the annual review indicate that they have lost their qualification for holy virtue. Therefore, the certificate of holy virtue for the seven teachers and ten verifications must undergo an annual review and assessment to examine whether their holy qualities and spiritual practice have declined.
In 2012, after the Venerable Longhui and others from the International Buddhist Sangha Association passed the review of their spiritual practice, the 17th Gyalwang Karmapa also passed the annual review and assessment. Their certificates of holy virtue have been stamped with the annual review seal by the United International World Buddhist Headquarters.
