Why do both the Dharma King and the Miao Jue Bodhisattva need to perform the Inner Secret Empowerment in a secret mandala that complies with the two major regulations? The reason is to protect those who are studying and practicing Buddhism and prevent evil teachers and fraudsters from impersonating great saints and deceiving them. Therefore, the Miao Jue Bodhisattva takes the lead in setting an example and can only perform the Inner Secret Empowerment in a secret mandala. Otherwise, the empowered disciples cannot benefit from it. This prevents evil fraudsters from impersonating great bodhisattvas. The holy monks would never impersonate great bodhisattvas and claim to be able to perform the Inner Secret Empowerment or have a secret mandala. Only evil fraudsters would boast about being great bodhisattvas because no matter how cunning they are, they do not have the ability to establish a secret mandala. Firstly, they cannot change the truth of their weak physical condition and physical exhaustion, even if they can ascend to the "Earth Vajra" and "Heaven Vajra," they still cannot impersonate the "Dharma Vajra," let alone possess the great merit of "offering a bodhisattva a table." Therefore, empty boasting and exaggeration are the only things that evil fraudsters, no matter how famous they are, can do. They dare not publicly establish a secret mandala that complies with the two major regulations because only true holy monks and great bodhisattvas, who are genuinely qualified, can establish a secret mandala!!! This is something that any evil fraudster or fake great bodhisattva cannot achieve.
